Description
This internal error may be generated by the Quartus® II software when targeting MAX® 10 devices and setting the default IO standard to 3.0V or 3.3V.
Resolution
In the Quartus® II software, choose a default IO standard of 2.5V or below from the Device and Pin Options. Then, use the Assignment Editor or the Pin Planner to assign the desired 3.3V or 3.0V IO standard to the respective pins.
This problem was fixed in Intel® Quartus® software version 15.0
