Why are there 4 less pins reported in my compilation pin usage report when re-targeting a MAX 7000S, 7000A, 7000B, 3000A design to a MAX II device?

Description In MAX® 7000S/A/B and 3000A devices, the Joint Test Action Group (JTAG) pins are dual purpose pins - through device options in software they can be set to be JTAG interface pins or they can be used as regular input/output (I/O) pins leaving no JTAG test or ISP ability. In MAX 7000S/A/B and 3000A projects, when these pins are enabled for JTAG, they are counted in the total I/O used for the design. In MAX II devices, JTAG pins are dedicated and cannot act as I/O pins and are not in the I/O count.
