Can I connect VCCTRGT (pin 4) of my USB-Blaster or Byte-Blaster II Header to 3.0V when configuring an Altera device that supports a VCCIO and/or a VCCPD of 3.0V, over JTAG?

Environment

Description VCCTRGT can be connected to 3.0V when configuring Arria® II GX, Stratix® III or Stratix IV series devices over JTAG. This voltage is supported by the USB-Blaster and ByteBlaster II download cables. However VCCTRGT should not be connected to a voltage greater than 2.5V when configuring Cyclone® III devices over JTAG, as the JTAG input buffers do not have internal clamping diodes and therefore must be protected from overshoot that may exceed the devices absolute maximum AC input voltage specification.
