Resolution

Intel® Turbo Boost Technology, once enabled in BIOS, is automatically handled by the Operating System (OS); thus, if this does not report the speed of the CPU moving forward towards the Burst Frequency, this is because it does not find the need to.

To ensure the Turbo Boost is enabled, run the Intel® Processor Identification Utility.
