Description:

Fixes the following issues (impacting Stratix 10 only):
1. QSPI flash performance issues (long read times)
2. Transceiver register bitflip/corruption (resulting in loss of
transceiver channel connectivity)
3. Remote System Update (RSU) error recovery improvements
4. FPGA programming error
5. Failure to configure on nCONFIG trigger.

Provides a new type of application image, which, when loaded, it
first checks the version of DCMF used by the system, and updates
it if it is older than the firmware used by the image itself.
Then the image loads as usual. This new image type is needed 
because 18.0.1 DCMF cannot load 19.3 application images.
Upgrading the factory image would be the preferred solution in 
this case, but when that is not an option, the new type of image
can be used instead.

Caution - You must either have previously installed the
          Quartus Prime 19.3 software or must
          install the Quartus Prime 19.3 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
