Description:
Stratix 10 SDM Hang-Up sometimes after reconfiguration. This patch
fixes the problem.

Caution - You must either have previously installed the
          Quartus Prime 19.2 software or must
          install the Quartus Prime 19.2 software
          before installing this patch. Otherwise, the patch will
          not be installed correctly and the Quartus Prime
          software will not run properly.
