Problem: ALTLVDS_RX and ALTLVDS_TX gets build dependent data errors
         because the fitter was not monitoring a potential conflict
         between the resources on the path from the PLL to the
         LVDS blocks.

Solution: This patch makes the Quartus fitter aware of the resource
          conflict when routing the .clk0 and .enable0 ports of the
          LVDS receiver/transmitter blocks. This patch applies to Stratix III,
          Stratix IV (E/GX), Arria II GX, HardCopy III, and HardCopy IV (E/GX)
          devices.
 
Caution - You must either have previously installed the Quartus II
          software version 11.0SP1 or must install the Quartus II
          software version 11.0SP1 before installing this patch.
          Otherwise, the patch will not be installed correctly and
          the Quartus II software will not run properly.
